Jorge Álvarez González

Jorge holds a Law Degree from the University of Oviedo (1991), a Master’s Degree in European Studies from the University of Reading in the United Kingdom (1992), has been a practicing lawyer since November 1992 and is a partner in the Regulatory, Public Law and Urban Planning Department of ONTIER, a firm he joined in 2006.

He has developed his professional activity in the field of administrative law, advising individuals, companies and all kinds of public administrations and entities in matters such as urban planning, patrimonial liability, compulsory expropriation, public sector contracts, personnel in the service of public administrations, administrative concessions, licenses and sectorial authorizations, subsidies, public property, local regime, administrative sanctions and regulated sectors.

He also has extensive procedural experience in such matters in all types of litigation, jurisdictions and instances, including before audit and control bodies, as well as before the Constitutional Court and the Court of Justice of the European Union.

He is a regular speaker at training courses and specialized conferences and author and co-author of numerous legal publications.

The prestigious legal directory Chambers & Partners Europe recognizes him as one of the leading professionals in Spain in the areas of Public Law and Planning.

He has been Secretary of TEDAE, the Spanish Association of Defense, Aeronautics and Space Technology Companies, and, since 2012, he has been the Secretary of the Administrative Regulation Forum.

Legal direction of a cassation appeal with an economic interest of more than thirty million euros, relating to the appraisal of land expropriated for the location of a military base and fully upheld by a Supreme Court decision that established the doctrine on the valuation of undeveloped land according to its real income.

Representation of a group of former shareholders of Banco Popular in a proceeding before the General Court of the European Union (CJEU) regarding the application of the Single Resolution Mechanism and the Single Resolution Fund provided for in Regulation (EU) No 806/2014 of the European Parliament and of the Council of 15 July 2014, with an economic interest at stake in excess of €600 million.

Legal direction of a contentious-administrative appeal filed by individuals against the list of debtors published annually by the Tax Agency and which was terminated by a favorable ruling of the Supreme Court which, for the first time, concluded that the Administration had undermined the fundamental rights of some citizens by improperly including them in the list of debtors.
