On September 29, 2025, Law No. 21,770, the Framework Law on Sectoral Authorizations (“LMAS”), was published in the Official Gazette.
This law establishes an innovative regulatory framework for the standardization, coordination, and action of State Administration Bodies in sectoral authorization procedures, which will be processed in parallel and through the “SUPER” Digital Single Window system.
As noted in various publications, the purpose of the LMAS is to reduce the processing times for sectoral permits for projects that require them, safeguarding the rights of applicants and complying with applicable environmental and sectoral regulations. It also aims to promote growth and investment through mechanisms for the modernization of authorizations and to achieve standardized and simplified regularization for the approval of projects or activities.
In addition, the LMAS creates the Office of Sectoral Authorizations and Investment, and the Committee on Sectoral Authorizations and Investment.
Mechanisms are established to promote investment, diagnostic programs, and continuous improvement, as well as a system of incentives and sanctions for sectoral bodies.
The effective date is from its publication in the Official Gazette (September 29, 2025). As a general rule, it will apply to sectoral procedures that have commenced after its effective date.
