Luis Ernesto has around 20 years of experience in financial regulation. He is known for combining a deep knowledge of financial system regulation with a solid understanding of technology, a particularly valuable insight for both traditional entities -banks and financial institutions that today deploy wallets, digital payments and new channels- and Fintech companies, which he advises mainly in the lending and payments verticals.
At the regulatory level, his practice covers the incorporation and authorization of companies subject to both the authorization and registration regimes in Peru, as well as regulatory compliance throughout the life cycle of the regulated business, including personal data protection, financial consumer protection and money laundering prevention, among other matters.
On the transactional side, he has extensive experience advising major Peruvian and international banks -as lenders or structurers- and corporations -from the corporate side- in all kinds of financing transactions: bilateral and syndicated loans, financial leases, securities issues under public and private offerings and project financing, at national and international level, as well as in the constitution of all kinds of guarantees. Its transactional experience extends to sectors such as agribusiness, fishing, energy and retail, among others.
At the corporate level, he advises on mergers and acquisitions (M&A) transactions, accompanying clients through all stages of the process, from due diligence and structuring to negotiation, closing and subsequent integration.
His career has been recognized by Chambers & Partners, The Legal 500, IFLR and Leaders League, and he holds the Band 1 in Fintech in Peru according to Chambers & Partners. He complements his practice with an active academic profile: he is a professor of Financial and Banking Law at ESAN, author of several articles and publications in his area, and continuously participates in events in his field.
